So a motion to dismiss with prejudice means that the other side is asking the court to dimiss your case, usually arguing that there is no valid claim.  The "with prejudice" part means that you would be unable to refile any suit based on the same allegations or claims against the defendant.

Sometimes a court will dismiss without prejudice if there was a minor mistake made which means you can refile once it is corrected.  But with prejudice would bar you from refiling.

Yes whenever a motion is filed by one party the other side has an opportunity to file a response.  It would be called an Opposition.  In it you argue against the dismissal by trying to show what the other party is claiming is untrue or unsupported.  You ask the court to deny their motion.

Not specifically but I can suggest if you need help finding one, you can search on martindale.com or avvo.com  Just enter your city, NJ and the type of law (if I remember correctly this is a civil rights case correct?) and a list of attorneys in the area will come up.

I recommend these two sites in particular because they are very reputable nationwide legal directories.  They rate attorneys based on peer and client reviews (some of which you can read on the site), note any awards of distinction, ensure no grievances have been filed against them and provides some helpful information about the attorney and firms.  They will also indicate which attorneys provide free consultations so you can make sure it is a good fit before you retain them.
