This would be a very low concentration of permethrin when treating a dog.  For example, K-9 Advantix (Bayer) contains permethrin of 44% concentration.  Please clarify what you're trying to do.

I don't recommend the use of permethrin at all.  It's toxic to small dogs and can be lethal to cats.  If you must use this product, the label cites 5.5 measuring tablespoons in a gallon of water which then provides a spray of 0.25%.

how much of that gallon of water would I put on a dog at 65 pounds.We have 8 dogs (at the moment) and the tics are very bad this year. It is not feasible to buy a expensive topical for each dog - if you have a suggestion, I am very open to your opinion.

In general, a fine spray applied uniformly is all that's needed.  Don't drench their haircoat.  Be sure to treat your premises with an over the counter premise spray such as Siphotrol which contains the insect growth regulator (IGR) methoprene which prevents fleas eggs and larvae from developing into adult fleas. The IGRs have revolutionized how we treat flea infestation. Avoid the inefficient foggers which can't get under furniture or into cracks and crevices.
