Hi, I wanted to start a small business where I submit job applications on behalf of others. I was wondering if that was legal, and if so what forms I'd need?
JA: What state are you in? It matters because laws vary by location.
Customer: California
JA: What steps have you taken so far?
Customer: I just talked to my Uber driver about it LOL
JA: Anything else you want the lawyer to know before I connect you?
Customer: I was also looking into using Amazon Mechanical Turk (https://www.mturk.com/) workers actually apply on my clients' behalf. In other words, I would have some worker I don't even know submitting these job applications for my clients. Is there a way to do that legally?

I's not against the law to submit job applications on behalf of other people. The only time it would be illegal is if you are filling out an application and it requires you to sign someone else's name or if it has you swear you are the person actually applying. In that case, the applicant themselves needs to do that. There are no real requirements to starting a business like this. You'd need to look into getting a business license from the Secretary of State, but that often just requires paying a fee.
