I understand.  Excellent photos.  I suspect that this is a lipoma - benign fatty tumor.  It's best to have his vet needle aspirate this and examine the aspirate microscopically to confirm the diagnosis.  A lipoma can be left alone unless it grows quickly - doubles in size in a few months, for example.
